                         transporte turbulento permanente na camada limite atmosferica 
                         superficial. Perfis de vento m{\'e}dio, obtidos 
                         experimentalmente, foram usados para estudar a 
                         distribui{\c{c}}{\~a}o vertical da tens{\~a}o de cisalhamento 
                         em condi{\c{c}}{\~o}es de atmosfera quase neutra. Verificou-se a 
                         aceitabilidade da Lei de Pot{\^e}ncia na 
                         representa{\c{c}}{\~a}o de perfis de vento m{\'e}dio sobre 
                         v{\'a}rias superf{\'{\i}}cies aerodin{\^a}micas; as 
                         varia{\c{c}}{\~o}es do expoentes m foram devidas {\`a} 
                         distribui{\c{c}}{\~a}o do coeficiente de difusividade turbulenta 
                         do {"}momentum{"}, que depende da rugosidade da 
                         superf{\'{\i}}cie e da estabilidade atmosf{\'e}rica, A 
                         magnitude dos valores de m concordam com os encontrados na 
                         literatura. A distribui{\c{c}}{\~a}o vertical da tens{\~a}o de 
                         cisalhamento confirmou ser n{\~a}o linear. Calculou-se o 
                         coeficiente de arrasto para v{\'a}rias superf{\'{\i}}cies 
                         naturais, comprovando-se sua depend{\^e}ncia das 
                         caracter{\'{\i}}sticas da superf{\'{\i}}cie e da velocidade de 
                         refer{\^e}ncia. Finalmente, apresenta-se um m{\'e}todo simples 
                         para prever a tens{\~a}o de cisalhamento a superf{\'{\i}}cie, 
                         que produziu resultados que concordam com os dados experimentais. 
                         Este m{\'e}todo simples pode ser adaptado para obter tens{\~o}es 
                         de cisalhamento {\`a} superf{\'{\i}}cie nos estudos de 
                         balan{\c{c}}o de energia. ABSTRACT: An analysis is made of some 
                         characteristics of the steady turbulent transfer in the 
                         atmospheric surface boundary layer. Quasi-neutral experimental 
                         wind profiles are used to study vertical distribution of shear 
                         stress ina a stratified boundary layer. Applicability of a power 
                         lal in representing wind profiles over various aerodynamic 
                         surfaces is examined. It is found that the variations in the power 
                         law exponent m are due to the distrubution of eddy diffusivity 
                         coefficient for momentum which depends on the reughness of the 
                         surface and the atmospheric stability. The magnitude of m values 
                         is in general agreement with those in the literature when lapse 
                         rate and surface roughness are taken into account. Vertical 
                         distribution of shear stress is analysed and its variation 
                         confirmed to be non-linear. The drag coefficient is calculated for 
                         various natural surfaces. It is found that it depends on the 
                         aerodynamic characteristics of the surface and the reference 
                         velocity. Finally, a method is presented to predict shear stress 
                         at the surface. the predicted results are shown to compare 
                         favourably with the experimental data. This simple method can be 
                         adapted to obtain shear stress at the surface in the energy budget 
                         studies.",
